Housing Association Rates Manager
Housing Associate Rates Manager – Shoreditch – £35,000 – £40,000 DOE
My client, a business rates advisory company are looking for a Housing Association Rates Manager to join their company. This role is for an experienced Council Tax/Business Rates or housing/property administration professional with strong local authority knowledge, excel/data reconciliation skills and ability to manage high-volume caseloads.
The successful candidate will be responsible for Council Tax and Business Rates case management, local authority liaison, portfolio/data reconciliation, exemptions and reliefs, account/query resolution, management reporting, KPIs and workflow/process improvement.
You will act as the primary contact between the client, local authorities, neighbourhood teams and finance teams.
Responsibilities:
Council Tax & Business Rates Administration
- Review and validate incoming Council Tax and Business Rates bills for the current financial year.
- Verify liable parties, tenancy dates and property records.
- Investigate billing discrepancies and ownership queries.
- Monitor and resolve incorrect billing and liability issues.
- Maintain auditable records of all billing activity.
Local Authority Liaison
- Act as the primary contact for councils regarding billing matters.
- Submit amendment requests, liability corrections and Class B exemption applications.
- Manage ongoing correspondence with local authorities.
- Escalate unresolved cases and monitor response times.
- Coordinate bulk correction exercises where required.
Data & Systems Management
- Maintain property, tenancy and liability databases.
- Reconcile tenancy schedules against billing records.
- Monitor data quality and identify exceptions.
- Ensure weekly property and tenancy updates are processed accurately.
- Support development and maintenance of system rules and automated workflows.
Exemptions, Reliefs & Liability Reviews
- Review eligibility for Council Tax exemptions and reliefs.
- Identify opportunities for savings and recovery.
- Monitor application outcomes and follow-up actions.
- Maintain exemption tracking records and reporting.
- Support performance-based savings initiatives.
Payment & Remittance Management
- Reconcile remittance schedules against approved bills.
- Identify unpaid, overdue or disputed accounts.
- Support payment tracking and reporting activities.
- Manage escalation of reminders, summonses and enforcement action.
- Liaise with finance teams regarding payment status and exceptions.
Stakeholder Engagement
- Work closely with The Client neighbourhood teams, finance teams and operational contacts.
- Manage email routing and communication workflows.
- Coordinate requests for tenancy agreements, checkout reports and supporting evidence.
- Provide operational updates and management information reports.
- Attend client meetings and support onboarding activities.
Process Improvement & Compliance
- Monitor adherence to agreed operating procedures.
- Produce reports on billing performance, exceptions and savings.
- Support implementation of new processes and automation.
- Ensure compliance with data protection and audit requirements.
- Contribute to continuous improvement initiatives.
Skills and Experience Required:
- Minimum 3 years’ experience in Council Tax, Business Rates, Housing Management or Property Administration.
- Strong understanding of Council Tax liability and Business Rates processes.
- Experience working with local authorities, housing associations or large property portfolios.
- Excellent analytical and problem-solving skills.
- Advanced Excel and database management skills.
- Experience reconciling large data sets.
- Ability to manage high volumes of cases and competing priorities.
- Experience producing management reports and KPIs.
- Knowledge of Class B exemptions and empty property reliefs.
- Experience with workflow automation and AI-assisted processing.
- Understanding of tenancy management systems and property databases.
- Commercially aware.
- Comfortable working independently.
- Able to manage sensitive and confidential information.
Salary: £35,000 – £40,000 DOE
Working Hours: Monday to Friday 9am – 5pm, flexible working
